US Implores China to Lean on North Korea to Withdraw Troops Aiding Russia

In an intense United Nations Security Council session yesterday, the deputy US ambassador to the United Nations, Robert Wood, pressed his Russian counterpart, Anna Evstigneeva, whether her country still maintains that there are no North Korean troops in Russia? She shook her head, declining to respond, per the Associated Press. But Wood disclosed yesterday that 8,000 North Korean troops – the majority of the total believed to be in Russia – have massed near Ukraine's border in the Kursk region and are preparing to join the fight. Secretary of State Antony Blinken later said "we've not yet seen these troops deploy into combat against Ukrainian forces but we would expect that to happen in the coming days." Ukrainian President Volodymyr Zelenskyy warned on South Korean television yesterday that if the international reaction continues to be "zero, then the number of North Korean troops on our border will be increased." US diplomats are urging China, an ally of both North Korea and Russia that has been urging "peace talks and political settlement of the Ukraine crisis," to pressure North Korea to "prevent escalation." Meanwhile in the Ukrainian city of Kherson, Russian drones have been "killing and maiming scores of people in what locals have described as a 'human safari,'" a UN investigator said Russia's use of torture is a crime against humanity, and Ukrainian soldiers and civilians alike are anxious about the outcome of the US presidential election.

Deadly Spanish Floods Are a Taste of Climate Disasters to Come

The death toll from flash floods in eastern Spain reached at least 158 people yesterday. Many areas are still inaccessible to rescuers, and, per the Guardian, the authorities will not say how many people are still missing. Survivors say warnings from regional officials, led by the conservative Popular Party, came too late for them to evacuate. "It was like an apocalypse," Diego Hernandez, who was carried away by floodwaters in Valencia on the way to his mother's funeral, tells the New York Times. A "rapid but partial" new scientific analysis says human-caused climate change made the rain in Spain 12 percent heavier and doubled the likelihood of an intense storm like the one that preceded the flash floods. "I've heard people saying that this is the new normal," Clair Barnes of World Weather Attribution tells the Associated Press. "Given that we are currently on track for 2.6 degrees of warming, or thereabouts, within this century, we are only halfway to the new normal."

Kremlin spokesman Dmitry Peskov calls the figure symbolic – of what, he did not explain.
